Are you saying you are using the 13 without ATT service? I suspect not which means if you didn’t put a physical SIM card into the phone, you somehow activated the esim. That could have happened when you transferred all of the data. That still shouldn’t trigger the upgrade fee but I bet it did.Also a mechanism for returning the phone within 90 days instead of the normal 14 (it's a huge hassle but can be done if needed).
